The new Eligibility Modernization system provides more ways for Hoosiers to apply for TANF, Food Stamps and Hoosier Healthwise. The new system also provides more ways to check on status of application or benefits and offers a data collection and electronic storage where application and supporting documents will be scanned and stored electronically.
Indiana Family and Social Service Administration (FSSA) and the IBM-lead coalition also created Voluntary Community Assistance Network (V-CAN) to provide information, referrals and access to application assistance. V-CAN is a formalized network of community organizations and service providers to serve mutual clients. As a V-CAN access site, activities for V-CAN members are limited to providing information, referrals and/or access for clients who wish to apply for TANF, Food Stamps or Medicaid assistance.
Due to its success with establishing community-based enrollment centers for Hoosier Healthwise application assistance, the state approached CKF-IN to partner together to promote the establishment of V-CAN access sites across the state, in addition to maintaining the current community-based enrollment center system, and to help monitor the implementation and outcomes of the new system.
The new Eligibility Modernization system is rolling out by regions, with each regional start date contingent upon the success of the previous region. Region 1 includes two of the CKF-IN local coalitions: Cass County and Delaware County. These CKF-IN local coalition partners are gathering information, assisting clients and providing feedback that is helping to improve the system before rolling out to the next region. Through the vast CKF-IN network of community-based enrollment centers and over 500 statewide and local coalition partners, CKF-IN has been instrumental in helping FSSA and the IBM-Lead coalition promote the eligibility modernization system and the establishment of V-CAN access points and community-based enrollment centers.
