Angela Boyer earned her Bachelor of Science in Medical Technology and Master of Health Administration from Indiana University. Her academic interests were in health policy and health economics. She brings over 35 years of healthcare experience with a career focused on her passion for supporting health equity and enhancing healthcare to the most vulnerable communities and individuals. She serves as the Chief Executive Officer of the Clinically Integrated Network of Indiana (CINI) and the Chief Strategy Officer at the Indiana Primary Health Care Association (IPHCA).
Before joining IPHCA, she served at the Indiana University School of Medicine developing a statewide Area Health Education Centers (AHEC) Network, where she led the development of an evidence-based and outcomes-focused program to train students from rural, disadvantaged, and minority backgrounds to enter health careers and train in underserved communities, supporting their readiness, willingness, and ability to serve in primary care settings that serve those who experience health disparities. While at AHEC, Angela developed ongoing federal, state, and community funding to sustain the AHEC program, received a recognition award for legislative advocacy, and led national policy efforts at the National AHEC Organization (NAO), while co-chairing NAO’s Policy Committee and being awarded NAO’s President’s Award for outstanding leadership, support and commitment to the President, Board of Directors and NAO.
Angela joined IPHCA as the founding director of the Indiana Quality Improvement Network (IQIN), bringing together health centers to leverage health information technology, data, and adult learning principles to drive quality improvement and support health centers to transform care toward the Quintuple Aim of improved patient experience, population health, care team well-being, lower total costs of care, and health equity. Since becoming the Chief Strategy Officer of IPHCA, Angela has worked to align, organize, and drive IPHCA and its member health centers to deliver on its Strategic Plan. She leads IPHCA’s efforts around Value-Based Payment and the Clinically Integrated Network of Indiana, LLC.
